In England and Wales, the Regulatory Reform (Fire Safety) Order 2005 (FSO) is the main law that places duties on the ‘Responsible Person’ to complete and maintain a suitable and sufficient fire risk assessment and general fire precautions. The FSO has been strengthened by the Fire Safety Act 2021 and Section 156 of the Building Safety Act 2022 (commenced 1 October 2023), which add new duties including recording the fire risk assessment in full, keeping fire safety arrangements and contact details, and ensuring competent persons support assessments and reviews.

For multi‑occupied residential buildings, the Fire Safety (England) Regulations 2022 (in force since 23 January 2023) introduce additional requirements—such as fire door checks in buildings over 11 m, secure information boxes, wayfinding signage, monthly checks of lifts used by firefighters, and information for residents—particularly for high‑rise (≥18 m or ≥7 storeys) premises.

Fire Safety Survey
(Fire Risk Assessment)
We start with a comprehensive fire safety survey that follows the PAS 79‑1:2020 code of practice for non‑domestic premises, providing a structured methodology, clear documentation of significant findings, and a prioritised action plan. Under Section 156 BSA 2022, Responsible Persons must record the entire risk assessment and their fire safety arrangements and provide information to residents where applicable.

Fire Doors & Statutory Checks
For multi‑occupied residential buildings over 11 m, Responsible Persons must quarterly‑check fire doors in common parts and use best endeavours to annually check flat entrance doors; guidance updated in August 2025 clarifies scope and intent (e.g., performance adequacy vs. automatic replacement).
